Comprehensive ASHRAE Level II and energy audit Capital Planning on this 380K SFT correctional facility to achieve compliance with Washington’s Clean Building Performance Standards

Pacific ECS staff led this evaluation to provide Clean Building Act (CBA) ASHRAE Level II energy audits for the Snohomish County on the 380,000 SF two-building courthouse complex. The project identified 10 EEMs with ~45 sub measures and numerous 20-year-old latent design issues that were a mystery to the operators. The identified measures included low cost/no cost retro-commissioning optimization and heat recovery measures. A comprehensive ASHRAE Level II compliant report delivered with a capital plan allowing the County to select EEMS and run scenarios to optimize project bundling to achieve compliance. Currently, the county is working with the team to implement the energy efficiency measures. This includes direct oversight of the design development effort, and retro-commissioning work items to reduce energy usage.
